When I took a bus in England, one passenger used her cell phone and started to talk in loudly voice.
I got surprised to see this situation because in Japan, many passenger try to not to use cell phone in public.But also I'm surprised that other passenger in England don't care whether people talk in a cell phone or not.In Japan, if someone talks in a cell phone in public place, other people often stare at them or sometimes warn the talking people in cell phone.
I think Japanese people take it important not to break the harm. So by talking in cell phone, the harm is broken.
But that is one of the culture, so I don't think one is right and another is wrong, but each one is right.So if other passenger don't care of using cell phone, it's OK1
